Fair Park, the gem of Sunny South Dallas, was the center of attention earlier this week. The occasion? The groundbreaking of a massive $140 million upgrade to the iconic Cotton Bowl stadium. This investment marks the largest financial commitment in Fair Park’s 137-year history and signifies what stakeholders and residents of South Dallas and Fair Park alike hope to be a bright future for the beloved venue and the neighborhood.
The project, a collaboration between the Dallas Park and Recreation Department and Fair Park First, aims to create a balance between preserving the Cotton Bowl’s heritage and propelling it into the modern era. Construction began in late 2023 and is slated for completion by the 2025 State Fair of Texas.
The project is funded by the Brimer Bill, a funding mechanism that became state law in 1997 that allows sports arenas and convention centers to be built using taxes on hotels and other tourist services including rental cars. The Brimer Bill was used to build the American Arlines center over 20 years ago when in 1999, Dallasites voted to approve $140 million in bonds to build the home of the Mavericks and Stars. The bond was paid for through hotel and rental car taxes.
In 2021, House Bill 1048 (authored by State Rep. Rafael Anchia) and a Senate companion bill (authored by State Senator Royce West) were filed seeking to expanded the Brimer Bill to include municipal parks projects, specifically so that Fair Park could qualify for funding. Both bills passed both chambers and it was decided that up to 20% of bond money would flow to Fair Park. Then, in 2022, in a special election, Dallas residents voted 67.68% in favor of a ballot measure that would raise the occupancy tax for hotels from 13% to 15%, increasing the amount of money available.
So, what exactly can Dallas expect from the revamped Cotton Bowl? Thursday’s groundbreaking laid out some of the key highlights:
- Enhanced Fan Experience: Wider concourses will ease congestion, particularly during peak times. Additionally, the project promises tripled square footage per guest in key areas, offering more breathing room.
- Modern Conveniences: Upgrades will bring the Cotton Bowl are expected to improve Wi-Fi connectivity throughout the stadium, a feature needed in today’s ever-connected society.
- Accessibility Upgrades: The upgrade is set to ensure a more welcoming environment for all. Details on the specific accessibility improvements haven’t been released yet, but they are likely to encompass wider walkways, improved signage, and potentially enhanced restroom facilities to accommodate patrons with disabilities.
- Elevated Hospitality: The renovation promises an increase in the number of hospitality areas and premium environments. This could translate to more spacious club lounges, improved concession offerings, and potentially even private suites.
- Respecting History: Throughout the renovation, a significant emphasis will be placed on preserving the historic character of the Cotton Bowl.
Even still, South Dallas locals are skeptical about their future in the new and improved Fair Park. While an influx of funding looks great on paper, in recent years, residents have worried about who will be able to take part in the boom in business and if they’re prone to being pushed out with increasing property values. Hopefully, the Cotton Bowl renovation will be much more than just a stadium upgrade. Because the economic impact is expected to be significant, the project itself will likely create jobs during construction, while a modernized Cotton Bowl is likely to attract more visitors, leading to increased revenue for local businesses like hotels, restaurants, and retailers. Beyond the economic benefits, the renovation has the potential to serve as a catalyst for the surrounding South Dallas neighborhood. Improved infrastructure and increased foot traffic from events could attract further development and investment in the area.
